I am unable to create a new outgoing message through
outlook express. I just switched to cable internet
rather than dial-up and the problem began with this
change. HELP!

Hi,

I assume you are able to type the message but cannot get it send ....

If so, you are probably still using the dail-up connection.
To prevent this, proceed as below.

Go to Outlook Express / Tools / Options / Tab Connections / ...
.... Section "Same Connection as Internet Explorer...", click Change
In page "Internet Properties" tab Connections:
Select "Never dial a connection".
On the same page, click button "Lan-settings"
Clear all checkboxes, click OK.

Check per email account which connection will be used.

You need to check all your communication settings. Your ISP should have
provided those for you

Contact your ISP, they will provide you with the proper settings for mail.
This will include correct POP and SMTP information.
