trying to open imbedded hyperlink opens "extracting" a download

can not access an imbedded hyperlink in e-mail. always trys to "extract" an
already downloaded and active program.
 
Try clearing out your internet temp files and cookies. I had this today
myself but doing this resolved it. Let me know how you get on.

If IE is your web browser, then in IE click Tools>Internet
Options>Programs>Reset Web Settings.
