Trying to get a file to download

This is painfilly basic, i know, but I have a .pdf file that, when
someone clicks on the link for it, opens up the "SAVE AS" dialog box.
What it's trying to do now is open the page in the web.

Can someone tell me how to get the "SAVE AS' box to pop up? Thanks.

With a PDF file you need to place a note
by the link telling them to right click and select "Save as"

Also, you can place the PDF in a zip file and have them download it
that way.

Put it in a zip file. If they have the pdf reader on their system, it
automatically opens.
