Trying to add to domain, but getting 3095 error

After demoting a Computer to a Workgroup from a Domain the
net logon servers fails to start.
I have tried restarting the service with no success.
Event Viewer lists a Service Control Manager Error
"The Net Logon service terminated with service-specific
error 3095."
and Net Logon
"This Windows NT computer is configured as a member of a
workgroup, not as a member of a domain. The Netlogon
service does not need to run in this configuration.".

I am mipped. Can anyone help?

Why would you want the netlogon service to run,
seeing that the machine is not registered on a domain?

Thats the point. I'm trying to connect it back to the
domain and it fails because the Net Logon service is
failing to start due to the error.

The "net logon" service is started automatically
a) at the time when you instruct the machine to join a domain, and
b) at startup time if your machine is joined to a domain

You cannot start it manually while disconnected from the
domain.

You don't actually say so but I assume that you have tried
to re-register your machine on the domain, and that this
failed because the "net logon" service would not start.
If so then it is pointless trying to start the "net logon"
service manually. Instead you should look for the reason
why it would not start during the registration process. I suggest
you remove all networking components, then re-install
them and apply the latest service pack. You might also
want to run sfc.exe (System File Checker).

I also recommend that you scan your PC with an external
virus scanner, e.g. on www.antivirus.com ("free online scan").

This is the error I get attempting to join the PC back to
the domain:
The following error occurred attempting to join the
domain "Domain Name":
The service cannot be started, either because it is
disabled or because it has no enabled devices associated
with it.
