Trying a create a web

I'm setting up my web site with a series of photos. I need to create a web
but have a few pages I need to have photos on. How do I create the web
properly, I seem to loose photos on the pages the way I'm currently doing it.

File | New. Select a web template. Create your pages. Import the images
to the Web and insert them where you want them.
