Try to view network properties and system fails

When going to network properties and selecting one of the
network controllers the systems closes everything and the
following message shows on the application log:

Event Type: Information
Event Source: Winlogon
Event Category: None
Event ID: 1002
Date: 12/8/2003
Time: 11:46:45 AM
User: N/A
Computer: TESxxxx
Description:
The shell stopped unexpectedly and Explorer.exe was
restarted.

Same problem here

I'm also having issues with this same machine and accessing it via its UNC path, although rdp and ping work fine... I thought NetBIOS's acting up has something to do with this issue.

Was there a definative answer for this problem?

Since upgrading to service pack 4, I have several servers doing the
same thing.

You should run Drwtsn32 and see if you are getting any DUMPS from Explorer.
I would suggest posting this error in the Win2000.Applications news
group to get a better response. This is not a networking issue, it is the
shell crashing on you.
