What is the cause of this error

other newsgroups point to Zone Alarm...I do not have it
installed, so its not related.

Found only one match at Microsoft's KB site (http://support.microsoft.com/)
on "TrueVector" under Windows XP:

Internet Access Is Restricted After You Upgrade from Windows Me

Note the following sentence:

"If you use the Add/Remove Programs tool in Control Panel to uninstall
ZoneAlarm after you upgrade to Windows XP, the TrueVector service that is
installed with ZoneAlarm is not uninstalled. To completely uninstall the
ZoneAlarm software, you must use the ZoneAlarm uninstall program."

So while you think ZoneAlarm shouldn't be a problem now (under the
assumption that it was uninstalled), was it installed before and then
uninstalled?
