troubleshooting hardware toolkit

Hi,
Is there any tools for troubleshooting hardwares? I know the voltmeter may
be one of those tools.

Actually, I've just done a google search, and I found some hardware and
software diagnostic toolkit from this web site http://www.uxd.com. Is there
anyone who has experience on using this kind of toolkit, can you give me
some recommendation? Thx.
