Troubleshooting a Stop 0x0000218 Error

I am getting a 0x0000218 Error. I cannot get to the
Recovery Console. I can get as far as to a BLUE SCREEN
with:

STOP: c0000218 {Registry File Failure}
The registry cannot load the Hive (file):
\Systemroot\System32\Config\SOFTWARE
or its log or alternate.
It is corrupt, absent, or not writable
Beginning dump of physical memory
Physiacal memory dump complete.
Contact your System Administrator or Technical Support
Group for further assistance.

I CAN ONLY GET THIS FAR. DOES ANYONE HAVE AN ANSWER? I
have tried to load the original Operating System CD and
can only get as far as mentioned above.

it could be yours hard drive problem , try to download Hard drive checking tools from your hard drive manufacturer
