Troubleshoot Initial Page using Frames in FrontPage 2002

I'm creating a website using FrontPage 2002 using frames. I've set the
inital pages for each frame and they work fine while I'm inside FrontPage.
But, when I open the page through a browser, the frames are empty.

Any advice?

Are the initial pages within the same web as the frameset, and you do have a web open first, right?

The initial pages were inside the same web. I did finally figure out,
however, that this problem was related to a problem I was having hyperlinking
new pages. It ends up when I selected "New Page" from the File Menu, there
were no headers on the files, so IE wasn't really seeing them correctly. I
copy and pasted the headers from my other pages onto the ones I was having
problems with and it worked like a charm. Thanks!
