Did the programs come with an Uninstall option? If so, you should use that
first.
In Add/Remove programs in the Control panel, are the programs listed there?
If so, then that's a way to remove them.
If the above choices aren't available to you (and they seem not to be), try
installing the programs in question again and this time try the above
options.
I'm assuming you know you can't just remove Windows programs by deleting the
executable or, in fact, all files created in the program folder.
There are some good things still about good old DOS.

The removal tool needed to remove them has been
removed,you need to go to safe mode and delete them from
there.Repeatedly pump the F5 key at start-up(shut off the
computer,then start it pumping the key)(or was that the
F8 key)any way start with the F5 key,it should go to the
screen with safe mode selections.Select safe mode,go in
as administrator,and delete them in there,then when your
finished reboot into normal windows and they'll be gone
for good.
