trouble-shooting links in received messages...

I have Outlook 2003, and for some reason, when I click on a link all I get is
a dialog box, to "open" a link on my computer, instead of opening my browser
and being directed to that specified web site. It doesn't matter if it is a
link (just the url) or a hyperlink, the same thing happens. How do I fix this?
