Trouble seeing other pc's on LAN

Ok, I have about six pc's that have been working perfect on my LAN. Two of
those I just recently upgraded completely and did fresh installs of Win XP
PRO. One pc (pc 1) could see the other newly upgraded pc (pc 2), but each
time I tried accessing it via Neighborhood Network, I would get a premission
error of some kind. I had everything set like it should be.

Well, now when I access the LAN from pc 2, pc 1 isn't even showing up at
all on pc 2.

I know I had some problems once before not being able to access one pc and
found something about running rktools and then some command line command and
got it fixed. I can't find that now :(

Anyway...open for suggestions here.

many possibilities. Do a simple test. what do you receive if using net view \\pc1name from pc 2?

One of the most common causes of this problem would be a misconfigured or
overlooked personal firewall. There are other possibilities too - what
antivirus protection do you use?. Read this article with an open mind.

If no help yet, provide "browstat status" and "ipconfig /all" from each
computer, so we can diagnose the problem. Read this article, and linked
