I downloaded the "Accounts Ledger Database" from Microsoft Office Online, and
it downloaded/opened just fine, but I cannot save a copy of it to my
computer. There are no other instructions with it? It has many downloads and
a good rating, so I presume I am missing something.

It shoulds as if during the download process, when you were presented the the
dialog box for the choice of "Run", "Save" or "Cancel" you may have selected
"Run". If so, try the download again and this time specifically select the
"Save" option. You will then be presented the the File Dialog box so you can
select the loaction where you what the file to be saved.

It does not give me the Save/Run dialog box. ActiveX opens MS Access and the
database, with no option "Save As" on the File Drop Down Menu.

After looking at the download file, it appears that it is a .cab type file.
This is like a zip file.

I also noticed the following instructions on the download page where the
"Download Now" button was:

To download the template manually:

Click Download Now below.
In the File Download dialog box, click Save.
Select the folder where you want to save the compressed file (.CAB), and
then click Save.
Open the folder where you saved the compressed file, and then double-click
the file.
Use one of the following methods to extract the template from the compressed
file:
If the file opens in WinZip® or another decompression program, use the
program to extract the template from the compressed file. After extracting
the file, you can double-click the template to open it in the program it was
designed for.
If the compressed file opens in a regular window, double-click the template
file, select the folder where you want to save the template, and then click
Extract. Now locate the folder in which you saved the uncompressed template,
and then double-click the template to open it.

Follow the instruction above from the "In the File Download dialog box,
click Save." line and you should be able to work with file and save it as you
want to .

All you're missing is the fact that an Access Database is NOT a
document, like a Word doc or an Excel spreadsheet. It is instead a
container for multiple Tables, Forms, Reports and other objects. You
can save each of these objects within a database - but you can't
"save" or "save as" the database as a whole.

Instead, simply use Windows Explorer to copy the template database
where you want it, and (if you wish) rename it to any desired name.
