trouble logging in

Whenever after starting up my laptop I try to log on to Windows XP,
almost everytime it goes to a screen where only thing it shows is the
desktop picture, there are no icons no start bar nothing. The only way
I can log out of this screen is by ctrl-alt-del which opens up task
manager and from there i log myself out. However second time logging in
it does work though it takes quite a while to log out first.
Surprisingly this has happened with 2 of my laptops though the one now
is quite new.

Has anybody experienced this and know how to fix it?

I have heard of others having this problem. They were told there are at
least three possibilities:
1) bad video card
2) defective motherboard
3) Or even a hard drive issue

Do you have a diagnostic CD ROM, such as the one that ships with Dell
computers?

No, it wasn't just the desktop item it was everything except the
desktop wallpaper...task manager shows up that only half of process
were running..also might be connected to wireless because it was only
when i started using wireless that it started bugging.

Doubt it, 2 of my laptop has that problem has had it on and both were
brand new when it happened.
