Anybody knows of a resource kit tool that triggers a
command based on evnts in the event logs?

Windows XP has some command line utilities included that should be able to
do this (eventtrigger.exe - something like that).

Otherwise I recommend EventSentry (Light). EventSentry Light can only send
emails, but the full version can start a command, write to databases and
much more.
