tray items don't load in the same order??

From one boot-up to another, the items in the tray aren't always in
the same position.

What does this mean? Danger?

Or, just some erratic Windows eccentricity????

There is nothing to define what order programs will actually load in. Sometimes a particular program may load first, and third the next time.
