Transferring settings

I would like to know how can I transfer my original
settings (computer administrator) to the new
administrator that i have set up: for example my dial up
connection, internet explorer and outlook express?

You can copy over user accounts in the Control Panel > System >
Advanced > User accounts. You have to create another admin account for
to do this because both accounts, then one to copy and the one to copy
to, must not be logged in during that process.
