transfering host....help please

I have decided to go with a new host.

can someone please tell me how to transfer all my files from one server to
the other?

Open the site on your old server in FrontPage.
File > Publish and enter the numerical IP
address of your new server.
Make sure nothing is set to "do not publish"
and also that "only publish updates" is unchecked.
