Tranparent when not maximized

When I open up IE if it is not maximized everything but
the very top bar is transparent. Any ideas why? If I
maximize it it all appears. Thanks Brian...

Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window last.
