I have XP on both my work computer (Dell, Win pre-installed) and my home
computer (self-built). At work I have the traditional shutdown dialog box so
I click on Start>shut-down>Enter and it shuts down. At home I have a new
little box after hitting Start>Turn-off computer where I have to pick what I
want to do. It defaults to Standby so there is an extra mouse click to
select shutdown. I know the extra click won't kill me, but I would like to
set this computer to the traditional shutdown window that stays on the last
choice you made - Shutdown. How do I make the change?

Go to Control Panel -- User Accounts -- Change the way users log on --
Disable the Use Welcome Screen checkbox

I am not sure if there is another method of accomplishing this since you
might not like the new logon method.

This is the same information that is in the "Help" menu but there is no "Disable the Use Welcome Screen" checkbox. There are no checkboxes. There isn't even a "Change the way users log on."
