Tracking with Multiple Recipients not working

When I use the tracking option with multiple recipients only one recipient
ever gets any information in the "Read" column applied. I have run multiple
tests with various email accounts and no matter what I do I cannot get the
read column to populate for more than one of the recipients. Is this a
limitation to Outlook? I see that there are many Outlook add-ins that you
can accomplish this with, I was hoping that I wouldn't have to go that route.

The tracking options will only update if the recipients allow receipts. In
later versions of Outlook, this is configurable on a per recipient basis.
IOW, if you ask for a receipt but the recipient declines, you will not see
anything on the tracking tab. This also holds true for recipients who do
not support read receipts in their email by design.
