I can't seem to get the tracking tab to display on any of my sent messages.
I tried all 3 mail formats (html, rich and plain), but to no avail. I even
tried to reinstall the outlook application (2000 SP-3). HELP!

Tracking tab won't show until the first confirmation comes back.

I have received, processed and deleted the confirmations from the recipients,
but still do not have the tracking tab show up on the sent message.

Okay, but that doesn't influence the tracking tab to show if nothing has
come back. Guess a better way to say this is, send a message to yourself
requesting a read receipt. After you send it, you should be able to go to
Sent Items folder and see that there is no tracking tab. Mark the message
and then do a send receive. You should get back a confirmation notice.
Once Outlook processes (or you open the item), that should trigger a
property to be written to the item in sent items. If you go open it the
item in sent items, the tracking tab is there.

Been there, done that and still nothing. I don't understand why this is such
a problem and there is absolutely nothing on the microsoft website about this
issue and it doesn't look like I'm the only one having this problem.
Extremely frustrating. Any other ideas?

hmm... I see that you are running Outlook 2000. Is it configured in
Corporate/Workgroup or Internet Mail Only mode?

Corporate/Workgroup = a Tools | Services menu option in Outlook 2000
Internet Mail Only = a Tools | Accounts menu option in Outlook 2000

Outside of that, I can't remember if Outlook 2000 Internet Mail Only mode
has the option to block the returning receipts.
