Tracking Revisions on Each Page

I know there is a way to see when a document was last
modified, and you can use the header/footer to put in a
global comment, but is there something to use to keep
track of updates on each page of a Word Document so that
the dates are not linked?
 
My problem is similar but track changes does not provide the answer for me.
Each of the pages of my manuals will need to display and print a unique date
at the bottom of the page to allow the holder to insert updates into their
hard copy.
I have tried text boxes but they are prone to problems with formatting.
Footnotes almost provide what I want but note quite.
I have searched and searched but have yet to find an answer.......
