Tracking installed applications

I am drawing a complete blank. How can I track when applications or anything
else for that matter is installed on an XP Pro system? I know an app was
installed on a system but I cannot tell when by checking the event log. I
have tried to enable audit policies and setting them for the entire C: drive
and I still cannot get it to work. This system is on a Windows AD domain and
I cannot find anything when creating new policies about tracking this. I am
forced by upper management to allow users to do what they want but be able to
track it.
Can anyone point me to something to show me what I am forgetting?
So in a nutshell, someone installs Walmart Photo software I can find out
when, if the install Gator/Gain, I know when etc etc.
