tracking IDs

I have a document the tracking is turned on to - I have a
couple questions:

I seem to have lost the UserID & time balloon, when
placing the curser over the text - The bottom reviewing
pane shows up ocrrectly, - but the balloon over the test
does not.... Is that an option somewhere that cna be
toggled??? I can't seem to find it.

Also - is there a way to lock tracking, so noone can turn
it off?
