Is there a security feature that prevents document reviewers (anyone other
than the originator) from accepting/rejecting changes and deleting comments
from a document?

Yes I have tried Tools/Protect Document. I don't think what I'm looking for
is there.

Well, perhaps I am wrong, but I assumed this was the purpose of Tools |
Protect Document: Editing restrictions: Tracked changes. You can also add a
password.
