Tracking Changes shows up by default

We just upgraded from 97 to 2003. I wanted to test our templates that we use from the old version and when I opened the template via File, New, Templates on my Computer, it opened with the red marks by default. How can I get the users computers to open previous versioned files without any tracking marks? I would like to know how to get this set in our transform.
