Track Changes in Different Versions of Word

I have a large number of text files coming into my Word 2003 computer with
Track Changes turned on. Once all the changes are complete, I turn off track
changes and send the documents back to the originators--some with Word 02, 03
and 07. When the Word 2007 users get the documents back, track changes is
still turned on. How can I solve this problem?
