XP has no native support for Bit Torrent. You have to add a 3rd
Party client. Safety is more related to the site(s) you access and
the content you download than Bit Torrent itself.

I use Opera browser and it has built-in Bit Torrent support.

What do you mean by "safe"? Torrent clients are software programs. Any
poorly coded programs may cause operating system instability. Decent
programs should work fine. The bigger concern is what are you downloading
and where are you going to get your torrents? Obviously some downloads
contain viruses and some sites will lead you to install spyware. If you plan
to download anything get good antivirus and spyware software. I use NOD32
and Superantispyware. I also use uTorrent as my clients software.

1.8 or newer. And even then, it was only if you use a TORRENT file that was
specifically crafted to exploit the vulnerability, which of course depends on
where you get it.

So what? You didn’t ask which one’s better or nicer, you asked which one’s more
secure. 1.6.1 would have the vulnerability too. Some folks blab about older
versions being better because it was a little smaller and had less features.
Some people like to act like they’re 1337 by saying that keeping software as
stripped-down as possible makes it better. Maybe those people should stick with
cripple-ware or lite versions of software; those are feature reduced. µTorrent
1.8 is only about 260KB (granted it is UPX compressed, but it’s still only about
519KB uncompressed). It has more features and is still very easy to use. It also
has the latest patches to make it more secure and is still being developed and
supported.

There are places that you can download old copies of µTorrent (check FileHippo).
Then you can check the changelog and see what major changes have occurred and
try
them for yourself to decide what you like the best. Nobody can tell you what you
like as well as you can.

As for the vulnerability, once again, it has been patched in 1.8 and up. You can
probably use 1.6.1 or whatever you want safely if you don’t download TORRENT
files from anywhere that you don’t 100% trust, because—so far at least—that is
the only serious vulnerability that has been found.

What do you think is "safe"?

Are you asking about the files (or bits thereof) that are on your hard
disks as you choose to be a node in their file sharing network which can
contain kiddie porn, crackware, pirated software, stolen files, virus,
malware, etc? Remember, the DA and FBI don't care about what excuse you
give for those files being on your drive if they find them there. It's
your property and you chose to have those files there. Some P2P setups
do let you not be a store node but because you choose not to help in
meshing the downloads across multiple nodes also means they may throttle
your bandwidth using their software (i.e., you're just a leech and chose
not to participate in facilitating their sharing function).
