I have never seen a tooltip bar in XP. Do you mean the
tooltips pop-ups or the Balloon tips or the mundane crap
like click here to begin when you hover over the start
button and the three pop-ups you get over the - □ x .

reg routes to disable all of these. Stopping the start
button will require a hex editor and is a little more
