tools, service menu option missing

I am trying to use public folders and need access to the menu tools, services
in order to use them. However, Services does not show on the tools menu.
How do I repair this?

We want to put a list of client contacts in a public folder for shared use.

What version of Outlook? 'Tools|Services' only exists in Outlook 98 and
2000 in Corporate/Workgroup mode.
