tools internet restrictions

Please help when I click on internet explorer tools internet options I get
the message operation has ben concelled due to restrictions in effect.how do
I fix this so I can have the use of the internet properties. also when I
first start my computer I can't view my computer the screen locks up?

After reading the possible causes, and the fixes listed there, you can also
download the patch available from the site
(http://www.mvps.org/sramesh2k/reg/IE_reset_restrictions.reg). Simply download
the patch, and merge it to your registry by double clicking.
