Tools - Internet Options is not showing

Hello - I am a real dummy so please do not judge!!!
For some reason my recently downloaded music wont transfer to MP3 as it says
the licence is protected. Contacted music provider and all is ok with them.
They say to go to tools - internet options and adjust some things.
The thing is that Tools - Internet Options isn't working - there is a flash
of a menu and that is all. I don't know what to do.
I am pretty simple when it comes to computers so can someone please please
explain in easy language if you have any suggestions.

Wow, that's pretty serious.

If Tools > Internet Options is not working I would be concerned about IE
being damaged, infected or corrupted.

Are you running an anti-virus program?

Have you tried Ad-aware to scan for spyware? Visit http://tinyurl.com/hmsae

How about deleting Temporary Internet Files and browser history?

Have you tried booting in Safe Mode, then booting in Normal Mode?
Surprisingly this will fix some of the stranger problems you may encounter
with XP.
Have you tried System File Checker (SFC)?
1) Insert your WinXP SP2 installation CD

2) Then go to Start > Run and type
sfc /scannow
click OK

There are a number of other ways, an Michael pointed out, to try for a fix.
It depends on how far you want to go. I suggest the IE fix sites below.

If you find the detail a bit overwealming, don't worry too much. That's how
we all feel :) Just follow the steps. Lot's of folks without much expierence
have had good luck fixing their own system. If all keeps failing, I'm afraid
the spyware posibility will have to be looked into. Get a good one like the
MS 'Windows Defender.'
