Tools/Internet Options/"general"tab missing

I had a specific website for my homepage on my Windows 98
IE6.0 browser. Now all of a sudden, I am getting some ad
from "Internet AntiSpy.com" that always comes on when I
open a browser window and causes my DriveD door to open.

When I went to "tools" in the tool bar, and clicked
on "Internet Options" to change the home page,
the "General" tab (where I would go to change that, and to
clean out cookies, etc.) was missing!

Is there any way I can get this back or find it elsewhere?
I don't know how or why this happened.
