Tools Disabled in Compact Framework

Can anyone tell me why some tools are shut off in the Compact Framework area
of the Visual studios 2003.
The XML tools are very usefull in the Windows Application Area, but are
UNAVAILABLE in the Smart Device Area of the Editor. Is there a Fix for this
??

You can still add XML Files but if you are referring to Strongly Typed
DataSets, they aren't supported under the CF. You can still apply an .xsd
to your datasets but you won't get the performance typically associated with
STD's.
