Toolbox disabled in vb2008

Did you open the Form designer before opening the Toolbox?

Under normal circumstances, the Toolbox will open even if you do not
currently have a designer open, it will simply say something like
"there are no usable controls in thie group".

I know, but I didn't know what the OP meant with "disabled". It's
possible that the toolbox is there but no items are shown.
