toolbars

I did something, and as a result, the quick launch tool bar next to teh
start button is gone. I went back and look at the things I changed
yesterday and set the 2 areas that talked about toolbars to 'Diasable'
meaning the users can modify it.

When they right click in the system tray and go to ToolBars, all the option
are still grey out.

What controls the toolbar next to teh start button, and after I make a
change, how can I quickly push out the change to teh machines??
