Toolbar changes disappear on re-boot

Changes that I make to the toolbar at the bottom of the screen disappear the
next time I boot up. Specifically, I add the Address window (by right
clicking the toolbar, highlighting Toolbars, and checking Address). I also
rearrange the order of some of the icons on the Quick Launch bar.

Next boot up, the Address window is gone, and the Quick Launch icons are
back in the original order.

Suggestions?

OK. I tried the following:

First, I UNchecked "Lock the Taskbar"
Then I made the desired changes to the taskbar.

Shouldn't I then be able to RE-lock the Taskbar?

I did all of that, but on re-booting, the changes were lost.

Uh, in what way's (if any) can running that tool muck up my computer if
things don't go as planned? Any chance I'll be spending hours trying to make
it usable again?

I've tried this, without success. Here's what happens:

After running the reset.cmd:

In the DOS window, the complete text of the script is displyed, and beneath
that it says "The filename or extension is too long."

Beneath that, this appears: "subinacl /subdirectories %programfiles%\
/grant=administrators=f /grant=system=f /grant=users=e >>
%temp%\subinacl_output.txt" telling me that "subinacl" is not recognized as
an internal or external command, operable program or batch file." (NOTE: the
full path name appears in the error msg.)

Beneath that, this appears: "subinacl /subdirectories %windir%\
/grant=administrators=f /grant=system=f /grant=users=e >>
%temp%\subinacl_output.txt" with the same error about not being an internal
or external command, etc.

Also, I can find the subinacl_output.txt file, but it's empty.

FWIW (because the instructions don't specify), I saved the reset.cmd script
to the Windows\system32 director, and run it from there.

Any ideas what's happening?

Got the reset.cmd to run. The problem was that cutting and pasting the
script resulted in some run-on terms (i.e., no space between certain terms
where there should have been a space).

BUT, after running, there were some reported errors. Can't open the log
file, because it's about 1.5 mb, too big to open in notepad, wordpad, or
word.

AND, the problem isn't fixed.

I'll try your latest suggestion.

Turned Aero off.
Made toolbar changes.
Shut down computer.
Turned on computer.
Changes "took."
Turned Aero on.
Shut down.
Turned on.
Changes gone.

Hmmmm.

Well, after much effort, I came upon a PARTIAL workaround.

One of the things I've been trying to do is rearrange the order of the
applications in the Quick Launch area of the toolbar. (As I originally
reported, I'd rearrange them, but upon rebooting, they'd go back into their
original postition) (NOTE: This happens only when I shut down and then power
up again, NOT when I simply "restart."

Anyway, I noticed that the always revert to alphabetical order according to
how the icon is named. ("Launch Outlook" comes before "Windows Explorer",
for example.)

What I did is right-click on each icon, and rename each one by inserting a
number. I.e., since I want "Show Desktop" to appear first in order, followed
by "Switch Between Windows," those are renames to "1 - Show Desktop" and
"2 - Switch Between Windows", and so on down the line.

Now, when I boot up, they appear in the desired order!

I have NOT yet been able to figure out how to make the Address Bar stay.

ALSO NOTE: This appears to be a problem ONLY in Aero.
