Toolbars on 2 lines is grayed out Why?

Under Tools Customize, under Options, "Show Standard and Formatting toolbars
on two rows" is grayed out. I need two rows of toolbars in my daily work, so
this is very frustrating.
I've just installed Word 2003 with SP2, twice, and it's still this way.
Any idea how to fix it?

Apparently, no one in this group knows. The experts in office.setup might have
a better idea what the problem is.
