I recently got XP and when I set up the toolbar the way I wanted, it is stuck
on double height. I can make it bigger but I can't get iti to a single line.

Are you using the Quick Launch toolbar (or other toolbars)? If so, what
has probably happened is that the end of the QL toolbar has got moved
so far to the right that it has made a second bar. Unlock the toolbar
and look for the second dotted line on the bottom bar. "Grab" it with
your left mouse button and drag it up and to the left to be close to
the icons on the QL bar, in effect "shortening" the QL bar. Now you'll
be able to shrink the taskbar down to one line. See my feeble
illustration below:

Start button |QL icons QL icons (top line)
| <it is this line that you want to drag up to ^

so it looks like

Start button |Ql icons QL icons |

This suggests that the faint hatched 'handle' right of the Quicklaunch
area has got dragged so far right that it has jumped down to just below
the right of the Start button. Look for it there, grab and drag up and
right to the end of the QL icons
