Toolbar Problems

I need to reset the properties of my toolbar on a database but, it only has
the menus for File, Edit, Insert, Records, Windows, and Help. Does anyone
know how to get he Tools option back on there? I have already tried right
clicking and adding it to the toolbar but, when you right click nothing
happends. Thanks in advance!!

Right click on the toolbar or menu bar, from the menu that you have displayed
select customize, in the commands tab, in this tab look for menus, one of
the option there is tools, click on it and drag it to the menu bar.

I've tried that and the Cutomize button is grayed out.
