Toolbar problem

I can no longer view the programs that are opened, they
do not appear in the toolbar, I tried all kinds of
options by right clicking in the toolbar but no luck.

I can only ALT-TAB to get access to open programs. There
is one thing that seems not to be there, I seem to have
an additionnal fine lin eright above the toolbar but I
cannot click it or move it.

Maybe my programs are going there but I can seem to
access them

Any suggestions would be appreciated
