Toolbar Problem Front page

In Front page : Design View: Layers, cut, copy, paste other buttons not
avaliable, what is the problem?? Also the picture toolbar is not either
 
you should be able to turn it back on through the View > Toolbars menu.
or try the Compatibility options.under Tools, Page Options.
