Toolbar help

Greetings,

In Outlook 2003, how do I get the Menu bar (File, Edit....) and the Control
bar (New, Print...) to reside on the same line? If I drag either they won't
go to a single line. When I go to the end of the bar and click customize and
then the options tab, the Show Standard and Formatting toolbars on two rows
is checked and also grayed. Is this part of the problem?
