Toolbar custimizations will not survive reboot

Every time I reboot, my toolbar view preferences and
custmizations reverts bact to the default.

How can I make my desired toolbar settings stay?
 
view - toolbars - lock the toolbars

also close the ie6 window with file - exit
do not use corner x after setting the toolbars.
