Toolbar background has changed colour

Can any one help? My background colour of my toolbar in Outlook 2002 has
turned black. I cant work out how to change it back.
 
Do you have the same behavior in other Office applications?
Is it still black when you start Office in safe mode?
Start-> Run; outlook.exe /safe
