Tool to map data on top of County based map?

I have a client that wants reports generated that show a print out of a
state (Broken down by county). And each county would have sales %'s listed
underneath it. Is there tool that allows for mapping of data to and from
county based maps? Or does anyone have a solution for how it can be done?
