left-click on it, hold down the button, drag it back to the bottom.

You mean the task bar?

Although the task bar is on the bottom by default, it can be on any of
the sides of the screen you prefer it on. To get it from one to
another, just drag it there (almost certainly, the way it got where it
is is that you dragged it there by accident without realizing it).

I use Web Interface.

Spoofer crossposts through Newsreader; Web Interface can't.

If you click on my name in the reply posts of mine here, my details are
visible: name, total number of posts, date of joining, users helped, etc

Click on the spoofer's name in HIS reply posts here: my FAKED name, and
whatever Address he wants to use, if he wants to use one; and that is it.
