Tool bar drop down list

When I go to any of the Tool bars items such as file, tools, etc, I have to
click the arrow to expand the list.
How do I correct this so that it will automatically expand?

From the Tools menu, select Customize and go to the Options tab and check
either the "Always show full menus" item or the "Show full menus after a
short delay" item.
